Psionics is a mystical power that allows to manipulate material world through aether by person's will. Despite general population became fully aware of psionics (as well as magic, vampires, werewolves and so on)actual existance during the Big Shock of 2011*, psionic users existed in human population since the beginning of humanity itself. Unlike magic, psionics does not depend on any patron gods or spirits, which makes psionics far less powerful, but more dependable form of exophysical interactions.

Laws controlling psions differs from nation to nation. For example, in Russian Empire psionic testings are mandatory for every teenager on the age of 14. Upon discovering of a psion, he receives an inhibiting implant and a bunch of new classes, where he trains to use his powers without hurting himself and everyone around him. Inhibiting implant controls psion's access to different disciplines and power levels of his gift. For example, you can gain access to powers, capable of inflecting direct damage, only after you reach the age of 20 and undergo a special tests, while telepathy is strongly restricted to governmental agencies (Of course, you can try to hack your implant, but even attempts to do so are illegal). The only other restriction special for psions is a demand to block all your powers by inserting into implant's interface port of a special blocking chip, known as "brain plug", upon entering bars, night clubs, casinos and other institutions of this sort. Otherwise, psions are as free as any other Russian citizen.

While more dependable and less formal, compared to magic, psionics requires discipline and self-control. Overestimating one's capabilities, as well as inability to stay calm, can be a recipe for disaster. One of the possible outcomes is known as "Carrie's syndrome" - when psions looses his shit and passes control on his powers to the most primal and brutal part of his subconscious, which results in total havoc and devastation.

While psionics is very versatile tool, limited only by own imagination and willpower, formal education of psions demanded the development of a number of standard forms of psionic manipulation.

* Big Shock of 2011 - aka "World Paradigmal Shock of 2011". The day everyone knew the fact of actual existance of magic, psionics, gods, etc. Happened after Russian counter-attack in Moscow during WW3 (Operation "Lukomorye"), that featured an extensive use of exophysical means - for example, an animation of most of Moscow's statues and using them as golems, or reanimation of deceased WW1/CW/WW2-veterans. Most of NATO soldiers who participated in Moscow occupation (and who managed to survive), returned home as white-haired stutterers.
