I made it in photoshop... I really do not have a tutorial on it, it is just a product of months and years of practice, trying to develop some kinda own style.

But there are for sure many tutorials out there for how to make a nebula. Try browsing dA for photoshop tutorials.

Well, in my opinion, the thing is that you now has the nebula to focus on, while the last one hadd two different focus points - the nebula and the...chick.
