The right eye is fine. The left one, however.... personally I see it as hit rather than full-blown damaged. I also keep the eye-lid present because a) no eye lid can lead to a nasty/fatal infectionΒ b) most acid scar images I studied for this had people with eye-lids present. So it's entirely plausible.
In Englehart's Dark Detective mini-series, he uses eye-drops for it. In BTAS, it's more of a stylistic design and he does close his eye-lid so I think he's doing fine. The Chris Nolan version though, TOTALLY blind in his left eye ! No debate there !

Harvey Bullock of course ! they gave him the shaft despite the fact he's infinitely more interesting than Crispus goddamn Allen of the majority of the protagonists in that series...

At least Bullock finally got his time on TV in Gotham. (The other Harvey appeared briefly, and he's kind of normal in there. Almost. At least, he looks normal)

I'll just say they were... quite different. Bullock in Gotham was a lovable bad cop who liked being a bad cop, wanted to stay a bad cop but had to grow into being a good cop. Bullock in Batman Animated was a natural, he never even thought about the way he acted because that was, as far as he was concerned, the only right way.
It was sad to find out he was an ex-cop in GCPD comic series, but I kind of appreciated the bang with which he went out, using his criminal connections to destroy the assassin who targeted Gordon.

Even in his re-appearance in the GCPD as a destitute fallen cop he is a 1000 times the character the vast majority of that cast wishes it were ! XD
Sad how blind Rucka and Brubaker were to the greatness of both Harveys ...
