With the use of lighting techniques and, thus, atmosphere, makes this a great piece in conjunction with it's subject matter.
I mentioned lighting first so I'll start there and talk about the clothes. The lighting quite nice with decent use of low and high values albeit the auris sinistra should have a little less brightness since the back of her head has the strongest highlight (meaning the light source is most likely directly behind her head) and her left bang on the side of her AS has a less prominent highlight thus less light hitting the ear. I'm not quite sure about the metal composition of the metal of those crosses so I can assume that the metal used is just less lustrous. The clothes are overall just fine and dandy
Now to the meta! I think you made a really great piece depicting this woman (assuming this even is Ruby Rose) going into adulthood. With a name involving blossoming and, thus, connected to maturing, this shows off quite well. The lighting really helps in this by having the light not hit her face, since the world and her experiences show that adolescence led alone adulthood is hard but the back lighting conveys a sense of hope and sentiment.
I also really how you did her face. Young was when she was energetic, loud, and ,honestly, a little flippant, but you can see that, with age, that she understands the gravity of her situation and that she understands that she needs to be understand the seriousness of the matter of everything.

I really like how you're using the lighting in this picture, it fits perfectly with the overall image. The only real issue I see here is the cross thing on her head isn't really shining with the light like it should.
As for the blur affect, nicely done. It creates depth to the image and makes it pop. The eyes could've use some more work to them, adding just a bit more life into them. Her eyes make her look like she's dead or dying.
The ear in this image is just a little too bright, but the shadowing is perfect. My only other beef with this is the lips, but that's only because I prefer more anime style where you really don't see the lips that much and only see the mouth.
All in all, the image is very good. 10/10

You know, I've always wondered what Ruby will be like as an adult. Will she be as positive as her younger self, or will she be a dark, tormented woman? The latter is much sadder, but it makes for some good character development.
