I remember reading somewhere that there was a proposal for German East Africa (modern-day Tanzania) being granted to Norway as compensation for sunk Norwegian shipping during the war. It was very unpopular both at Versailles andΒ in Oslo, and was sunk pretty quickly.

That must be the tiniest port town ever, like the Kunene River doens't seem like it'd be a good location for a port. Then again having the potential to use your own port instead of being forced to use an Angolan port or Walvis Bay... I guess it makes sense to try and build up one, no matter how bad it'll end up being.

Okhotsk is another example of a port city founded on a poor site (both in the harbor and in the climate). It was built because the Russian Empire lost its conflicts over the Amur with the Manchus in the 1600s, so they might as well try and make do with what they had. Which is why once Russia re-acquired the Amur region, it slowly lost its importance.Β
