Sai is well.. the brushes are more geared towards traditional artists, though its digital painting. Photoshop is similar as there are thousands of brush possibilities. Sai names thier brushes such as watercolor, pen tool, blur, eraser and others of the like. I use both. What i do mainly in sai is paint out the picture and use the different layers, then save it in photoshop format so it transfers my layers over. In photoshop I use it to make special effects such as the lighting and other renders it has that Sai does not. I use Photoshop for text as well. It didnt take me as long to figure out Sai as it did for me to learn photoshop, but photoshop i learned is great for 3dsmax. If you do learn how to paint in photoshop, you can transfer those files into Max mainly for the textures, like if you had a rock, but then again you could always find a photograph as well, so theres many options really.

well with photoshop and sai brushes i start with the (pen tool in Sai) and the (hard small brush for photoshop) to start off with a sketch. I add another layer for coloring with a soft airbrush tool since it covers a wider area. The soft Airbrush tool allows me to make the organic things like animals and hair feel a bit more real. I add shading and highlights on yet another layer with various sizes of the airbrush tool by pressing the Shift - and Shift + button combos. in the end of the piece i use the pen tool again in Sai or the small hard brush in photoshop for the finer details, then its effects and backgrounds.
