I heard about the blue moon that was happening on July 31st 2015. I thought that the idea of having a blue moon in the sky was really cool, so I did a picture featuring the blue moon a moon dragon! And not only that, my favorite color is blue! Unfortunately, I did not get to see it in our area. From where I was, it looked like the moon had already set and it was somewhat cloudy. Unless, that is if I got the times wrong and it happens in the afternoon. Anyways, I hope the moon actually gets to appear blue and you guys get to see it!

First off, let me just say that I love this idea! It's something I certainly wouldn't have thought of c:
As I said earlier, I wouldn't have thought to draw a blue moon dragon. I also like how you've made the moon--not the dragon--the point your eye is drawn to.
I like the way you put stars in the sky (using paint, I assume?) and on the dragon. Fewer stars might have made it a little less 'busy', however. The way the blue moon is highlighted against the white of its glow makes for a great focal point in the work.
While I can see the dragon, it blurs into the sky enough that it's hard to see where the dragon starts and the sky ends. Outlining the dragon in a very dark blue/black (or even white) would help it pop more.
The mountains are a nice color contrast with all the blue and white above them, and they help tie everything together.
Overall, it's quite good! The only thing that I really notice is the lack of definition around the dragon.

Why thank you! ^v^ All I do to make the stars is I just make dots with my white gel pen by not tapping, but making neat little circles. Or with smaller stars, I just gently tap the paper. If I tap too hard and/or too fast, the dots might look sloppy and rushed. I have to take my time if I want my stars to look natural!

Yep. A white gel pen makes night skies look a whole lot better and a lot easier to do. You can find them at a big craft store (well, mine at least) like Michaels! That's usually where I get my art supplies. I can't quite remember what a gel pen's price was, but I think it was around three to five dollars (or something like that).
I remember when I used to hand draw out stars. I look at those drawings with drawn out stars now, and they're all like....bleh. Like this one:
