Suddenly this looks like It could be found in Chargestone Cave.

I can totally see it's movement swirling through the rock surface as it breaks out of it...and is that charge beam?OH GOD RUN!

Like how it doesn't completely bear resemblance to Gyarados,instead takes on a more serpent-ish look.
