In the pioneering days of the new world.. People were simply banished from a colony when they had committed what had been construed as a unforgivable act... The days of the Wild West saw people hanged more often than should have been the case simply because the small towns did not have the resources to imprison people for long amounts of time...

In the future on distant colonies if a person needed to be incarcerated for a lengthy or indefinite amount of time due to some serious or capital offense, the same age old problems reared their ugly heads of what to do with people that would now be a negative draw on a forward colony that had limited resources and personnel to draw upon.

The ingenious answer or decision that seemed to nip these problems in the bud was to simply miniaturize them.. Now they would eat far less, use fewer resources to be clothed and contained with a bare minimum of security staff to supervise their internments..

It was decided that it was a much more humane way to deal with convicts rather than banishment to a certain death or hanging after all.
