The answer is simple. The planet is icy, with no real "life" beyond a cold and cruel existence. The flower is the hope that things could possibly thaw out and produce a lovely, harmonic land.

I'll be kind and answer the question that hasn't already been answered.

1:Why did the TARDIS bring them there?

Because, it's the TARDIS. It does things like that when there's nopony there at the controls to guide it's landing point.

All the other questions were answered by Silver: Ice Cube trying to teach the Prince about what's right and good, and the flower to represent that even in the ice, a single good soul makes a world of a difference and shines through.
