Aw, that's too cute! And it's really easy to imagine this! Hey, I'm making a fanfictions on how the main cast of +Anima are in a slightly modernized world like the 1900's or 2000's. Could I use this idea in my story? I'll credit you, of course. :3

Just how to design one and the basic step in making a costume

basic steps...
1) gather reference pictures from as many different angles as you can find
2) I always draw a sketch of me wearing it (front&back), measure myself and write the measurements on this. I also write down what kind of fabric everything is made of (colour, rough/smooth/thick/thin/fur/etc)
3) make a pattern out of old newspapers. this was really easy here, I used a T-shirt as a base for the top and baggy trousers which I just had to widen around the knees
4) make a list of which fabrics you're going to need and how much. also, all the other stuff (red knitted socks&cardigan, feathers, belt...)
buy them. make sure the colours match each other. I often use brighter colours than the ones on the manga covers, it is a costume, after all. I make sure to get the right materials, though. for example the brown fabric here is a bit rough and very durable, since Cooro leads an active outdoor life.
5) sew the stuff. quite uncomplicated in this case, although I had to put a lot of thought into the fastening of the top, because I wanted my wings to go UNDER it. I used some well hidden press fastenings in the end.
6) DETAIL WORK. This takes most of the time. finding good wings + adjusting them to your needs, finding the right belt, yellow rain boots (didn't find cheap ones, so I improvised some covers), those damn plush feather sleeves, the little pocket Cooro carries, a good wig... it's those things that make the costume awesome in the end.
7) tip: make a stencil out of paper for Cooro's tattoos. write "left" and "right" depending on which way it goes on the left/right arm. ask a friend or a random passerby to draw it on you with a tattoo marker (or a Sharpie, I guess that will do, too)

One question.... did you buy or make the arms yourself... in any case how or where?

I made them myself. lacking feathered fabric (which I had seen in a store before, but it sold out quickly), I used black plush fabric and sewed feathers on by hand. there is elastic band on both ends and the red thingies were... really old tights or something.

thank you, I made it all by myself. it was relatively easy, really. the only annoying thing was that I couldn't get feather fabric anymore but I really wanted feathery sleeves, so I bought a bag of feathers off ebay and sewed them on to plush fabric.
oh, and it took me a while to work out how to modify my (bought) wings so that I could wear them under the vest.
and I couldn't find cheap yellow rain boots anywhere >.<
anyhow, it was fun to make. I love costumes where the main part is quick and easily done and you just have to figure out how to get the details right
