Oh, when I first saw this, I thought it was a gender-flipped Skywise. I see the same sort of wisdom-mixed-with-the-mischief-of-an-eternal-child in her face, though that may simply be because I was expecting Skywise

I like to think that Skywise is distantly related to Sefra. They kinda resemble each other and have a fascination with the sky and stars.

Sefra is what most people think of when they think Elves (thanks to famous cousins like Galadriel, who can really help themselves?) She's definitely one of the prettiest High Ones, though I like Timmain, personally. She's more earthy; Sefra is more ethereal.
