Build: Louis has a lithe and slim build, coming to about 5'10"/178cm. He tries to carry himself with height and dignity when standing; usually ends up slouching when he sits. Pretty soft, not very muscular.
Head/Face: About jaw length hair, often a little messy. His face is rounded and child-like or at least would be if he scowled less and his cheeks and nose are just about always tinted red. Usually sulking or pouting in some manner. He's got some large canine teeth, but he usually remembers to keep them from poking out of his mouth.
Clothes: He likes to wear big scarves or clothes with fluffy collars, and often sports a parka or hoodie of some kind. Often carries his gloves and messenger bag with him.

Most prominently, Louis is known to have a bit of an attitude with most people he meets. His tone is sour and confrontational in any situation whether he's truly in a mood or not; He's the type to treat minor inconveniences as The Worst Thing Ever so Arceus help you if you screw up in front of him. He's quite defensive over the things he likes and very self conscious of appearing "soft", leading him to overcompensate in the form of a bucketload of empty insults for everyday life.
Despite his unfriendly disposition, he isn't entirely unsocial or completely against company. He can be quite the closet hopeless romantic if you get to know him or hear him let it slip. Though he's convinced the romance life isn't really for him as he gets ridiculously bashful, he'll take any chance to jump into Aggressive Love Advice Mode. Louie's surprisingly fond of people, just.. only from afar. It's not rare to catch him peoplewatching in the city.
He rarely speaks what he actually means and tends to lie without meaning to even outside of his insult-laden speech. He gets to talking with a lot of confidence sometimes- often to the point of his mouth writing checks that his ass can't cash, so to speak. He just generally likes to impress and get a bit of attention.
While he's not always the most observant of his surroundings, if he does something wrong he'll often go out of his way to set things straight. He takes any job seriously and can't stand to see someone half-assing a task. At his best, he can put that effort into doing nice things for the people he likes, but often in an indirect or anonymous way.

History:
Louis was hatched in Glittering Cave to a large family of Swoobat and Woobat. A particularly high-maintenance child, it was tough to keep the little Woobat in one place and tougher to put up with his temper. He didn't stray far from the cave but spent his time badgering any of the other Pokemon he could find, looking for conversation or entertainment or any sort of attention; A large family left little room for the attention of his parents, and his confrontational personality put off most of his siblings and the other younger Pokemon.
Deciding that wasn't enough, he took to approaching humans who entered the cave. They seemed rather interesting, after all, especially when they came in pairs or groups. Most dismissed him or gave him a quick battle but it didn't take long for one man to capture him, giving him the nickname Louie.
The newest member on a team of 5, Louie was rather satisfied with the turn of events. His trainer was patient and forgiving ( maybe a little foolish at times, but Louie could sort him out with a Heart Stamp or two ) and he got along relatively well with his teammates. What made him happiest was the travelling- finally, he could get out and see everyone! His trainer Marzell was a social man and even allowed Louie to be out of his pokeball near constantly, laughing off his hot-headedness. It was around this time that Louie evolved into a Swoobat, perhaps grumpy on the outside but content to be around people.
It was also around this time Louie started to become frustrated with limitations. Humans had it a lot better than he did, and while he loved his trainer dearly, he wanted to live like him and not just with him. The human culture and way of life fascinated him far more than the simplistic life of pokemon. While they were in Lumiose, Louie encountered a group of stray pokemon talking about a device called the Dittech. Something like that was exactly what he needed! But, in order to get his hands on one he knew he couldn't be tethered to a trainer.
He tried to distance himself from Marzell, something his trainer caught onto and understood. Louie was released on good terms, and set off to find some of the pokemon from before to get a Dittech. Perhaps the human life would give him more opportunity.
While Louie was more than familiar with how humans acted and easily adjusted to most of the culture, he encountered his first problem rather quickly- people needed money, and thus, needed jobs. He was between odd jobs for a while, serving in cafes or driving taxis around Lumiose, but found trouble holding one for very long. Finding an opening in Lumiose's postal service, he decided to give it a shot, and.. actually managed to keep the job. A job that allowed him involvement and (usually) without the chance to say something off-handed and offend someone was exactly what he was looking for. And hey, the opportunity to slip in love notes completely anonymously? Not half bad.

Papers flew around as he darted from place to place, desperately trying to stack up an endless reserve of old scrawlings. At the sound of someone entering his building, the Eevee peeked around the side of a bookshelf, his fur askew and a book held in his teeth. He immediately dropped the book and tried to fix his bowtie.
"Ahem, sorry about the mess in here. And, ah, mind the dust! Allergies these days, you know?" The newcomer villager started off, brushing off his fur. "Welcome to my library, my name is Ichabod. Is there anything you need?"
