It all worked pretty well with 30 fps until I got to High, which averaged at 25 and then Intense dropped it down to 20-21 fps

There are the "Next" and "Prev" buttons on the bottom right hand side. The more you click "Next", the more graphical the animation gets. Right next to the button is a number which tells how fast the animation is running. If it goes less than 20fps, then you computer is slowing down the animation.

It didn't even slow my computer in "Intense effects" and in the High quality but the frame rate was around 5 fps
In Intense effects and low quality, the frame rate goes to 7 fps
No Effects and High quality: 22 fps

Well, it really isn't suppose to slow down your actual computer, just the animation starts to lag. From what it sounds like, you computer is having the same amount of difficulty my computer is having with the animation. Once the animation dips below 20 fps, I consider it bad, only because the animation loses fluidity. Thanks for the info, I'll try to find some workarounds to speed this up.
Lol, and yeah, it's her character that doesn't really smile. I wanted her to be a sad girl, and whenever she had a happy smile, you'd know that she was genuinely happy. :3

Though I can run Intense (which I think looks the best, though a bit blown out) with at most 20 fps, I would say the most ideal version would be Medium (possibly on High if you can find an alternate to the photo filter effect, like the use of gradients and/or manually adjusting the actual colors). Hope this helps.

Intense runs at 8fps for me. I could make the background as a jpeg or something and have the gradient/filters already applied. The foreground filter is already lagging on my computer. I could add gradients to the actual vectors, but I don't know of any convenient way to apply a gradient to the overall vector without going in every shape and adding one in. The blending modes on Flash lags up my computer every time I apply it, so I don't know how I'm going to cheat the blurring unless its for scenes that aren't heavily animated or something.

Keep it simple, I'd say. Though I haven't tried it to make sure, I think if you apply the gradient in Illustrator first before putting into Flash, it should import over with few flaws. It's been a while since I'd done so, but I assume, if you select all the shapes you want to apply the fill gradient to, click the gradient and apply it to all the shapes, it will apply it to the shapes as a whole--otherwise group the shapes you want to have that gradient and then apply it. Hope this helps, if at all--if not, I can try to figure out and show you when I can, just let me know.
And yes, applying a gradient fills and blending modes would be troublesome for animation, but like I said, try to keep things as simple as possible to avoid complications. If you have to use blending modes, I recommend using the least possible--probably no more than two blending modes at one time.

I just found out that Flash Player 9, what I was using, only uses software rendering, while Flash Player 10 uses both software and hardware rendering. This way, it uses the GPU to help it render out the images.
I got a solid 20 fps on Medium Intense Effects, and 20 fps on High High Effects. Everything else went beyond the 30 fps mark, which the animation is suppose to render at. It was going faster than it should have.
I'll probably just make it an option to have heavy effects or no effects before every animation. I can disable Movie Clips using ActionScript, so I might be able to disable the blending layers by setting off a variable that tells it not to render them. Hopefully it will work.

Bottom right hand corner, next to the next/prev buttons, there's this number next to the words "fps". It changes every second. It pretty much determines how fast the animation is actually running. If it is higher than 20fps, then its good. Any lower, then the animation is actually slowing down because your computer can't handle it.
