Count Luchino Nefaria is the head of one of the three separate factions of the world wide criminal organization known as the Maggia. Nefaria is viewed as the most powerful and most ambitious of the three Maggia heads due to his control over all of the Maggia’s European interests and his Maggia faction being the first to embrace the use of super human operatives as well as cutting edge science & technology in achieving the Maggia’s criminal goals. It was this embracing and use of cutting edge tech that leads to Nefaria's interest in Stark Enterprises seeking to find ways to usurp control of Stark's technology & company as a full on Maggia resource for their criminal endeavors.

Nefaria employs various super human operatives & Maggia created Dreadnought combat drones as well as his daughter under her adopted persona of Whitney Frost using guile & business savvy in pursuit of his goals against Stark Enterprises always leading to confrontations with Iron Man. Nefaria himself finally donned a special suit of armor that gave him super human level power to challenge Iron Man but the end result of this confrontation between the two was Nefaria receiving head trauma that placed him into a coma for a period of time, leading to his daughter assuming her current identity of Madame Masque to continue her father goals in regards of acquiring Stark tech for the Maggia as well as seeking revenge upon Iron Man for placing her father in his comatose state.

Nefaria recovered from his comatose state and went on to have Maggia scientists impart him with actual super human abilities in combination with his armor to make him a more formidable foe. His first test of his new powers was to challenge not just Iron Man but the entire team of the Avengers. Although Nefaria was eventually bested by the Avengers in this encounter it served to show he was now an even more powerful force to be reckoned with than he previously had been. This lead to Nefaria deciding he would no longer focus his attentions on Stark & Stark Enterprises. He has now begun attempting to expand the Nefaria faction’s power and range by attempting to take control of the entire criminal underworld of the West Coast of the United States.

His efforts in this particular endeavor have brought him into conflict with the reigning underworld crimelord of the west, the demonic Deathwatch as well as the group of west coast based heroes known as the Champions, who formed to oppose the destructive activities that have erupted due to the conflict between Nefaria's Maggia and Deathwatch's crime network.

Madame Masque has continued to pursue her father’s original agenda in regards to Stark Enterprises in attempting to make it a secretly Maggia controlled venture.
