It's just white specks with the "outer glow" (also white @ 50% opacity)special effect enabled in Photoshop. Not hard at all.

Not anymore, I've drawn clothes on him for a change. The last 2 I did Jareth was in only his skin, I was afraid of his Nib's ire if I went for a third time's a charm. I do not want a bogging.
