[Hard-working, Adaptable, Determined, Stubborn, Proud, Reactive]Training as a Guardian of the Snowpoint Temple in her city has taught her how to be diligent and to work hard in her duties. She had learned that by putting a lot of effort into something, she would get positive results as she steadily worked towards her goals, and her determination to always perform the best that she could would help her to overcome difficulties. From working in a harsh and bitterly cold environment, she has learned to adapt to the cold and rough terrain and to be prepared for sudden weather changes. With Spring Leaf being a completely different environment, she has found that it played more in her favor and with its more gentle climate, her energy would not be drained as quickly than in Snowpoint City while there is no snow and unlike the city in which she had come there were more water sources in this small village that she could use to her advantage.Kiyoko's stubborn behavior adds on to her determination and keeps her to be headstrong and once her mind is set on fullfilling something, it can be difficult to sway her. However, even being wrong in an arguement it can be difficult for her to back down and admit that she may not be right even if she realizes it. She is a proud vaporeon and the Saito Clan that she was born into as well as having been a Guardian keeps her chin held high and feeling satisfied that she had been a protector of the Temple even if only for five years at the least. Being proud also has her to react to a problem when it occurs rather than doing something to prevent it, and when someone starts a fight with her she will not back down and will see it through regardless if she is in a weakened state. She does not take well to being challenged and spoken down to, and so she may put up a fight to prove that she is not one to be messed with. Regardless of her completed Guardian training, her quick temper is still something that she tries to work on though it has proven difficult for her and others may be needed to help cool her down despite being a water-type.

History | Kiyoko was born into the head family of the Saito Clan in Snowpoint City of Sinnoh, a clan whose responsibility in the city were to be the guardians of the Snowpoint Temple. The clan is made up of eeveelutions and appoint specific individuals to guard the entrance of the temple. These individuals were vaporeons who had evolved to display a unique trait that gave them an appearance resembling that of koi fish, a trait that was unique to their clan. It was believed that these individuals were gifted the strength and skill that are to be used to protect the Temple where the rumored legendary Regigigas resided in. As a young eevee, Kiyoko one day was on a walk with her glaceon grandmother, Aiko, to visit a friend of the elder and along their way Kiyoko spotted a path through the snow-covered pines and what looked to be the top of a building barely standing above the trees seeming to be quite a walk away. She tugged at her grandmother's yukata and pointed to the direction of the mostly-hidden building in the pine forest asking about it. Aiko smiled and found a bench nearby for them to sit at while she would tell little Kiyoko of the Snowpoint Temple and the connection their clan had with it. Kiyoko's blue eyes shone in awe and when she asked if they could go into the Temple her grandmother laughed. "My sweet little Kiyoko, entering the Temple is forbidden, even to our Clan. Only the Guardians may enter to give chase to any intruders, but thankfully no one has managed to penetrate the Temples defenses." Kiyoko looked a little crestfallen from not being able to go inside the temple, but perked up when her grandmother continued with a smile, "I'm sure that you're father would take you to see the outside of the Temple if you ask him." The following day Kiyoko begged her jolteon father, Keiji, to take her to the Snowpoint Temple just for a quick look, but he refused. He didn't like the idea of anyone except the Guardians at the Temple and disturbing their focus on their task. Aiko snorted having overheard the conversation from just outside of the room before deciding to enter to try to convince her son that a quick few minutes outside of the temple was harmless. After some convincing from his stubborn mother, Keiji reluctantly agreed to take Kiyoko to see the temple else he wouldn't hear the end of it from Aiko. After they had their lunch Keiji took Kiyoko and her twin sister, Kumiko, to the Snowpoint Temple just to take a look from the front for a few minutes. Kiyoko wasn't sure whether she was more impressed with the Temples appearance or the look of the koi vaporeon guards who each had their own unique pattern and colors.At the age of sixteen, Kiyoko and Kumiko were offered a box with a pair of firestones, waterstones, and thunderstones. Keiji and their vaporeon mother, Miyako, knew how much the girls wanted to become vaporeons with the chance of having the koi trait that was unique to their clan and becoming guardians, but just as well wanted to give their daughters the options for two other evolutions if they were to change their minds. Kumiko took a waterstone eagerly for herself though Kiyoko hesitated and watched her sister first evolve. After the bright light from Kumiko's evolution faded and her form was revealed, Kumiko appeared to have the common vaporeon coloration. Kiyoko knew just how much Kumiko wanted to be a Guardian and knew just how crushed her sister was feeling, but despite being unlucky with her dream she insisted for Kiyoko to have her turn at evolving. Ignoring the unease that krept under Kiyoko's skin she took the other waterstone gently into her paws and was soon blinded by the bright light emitting from her body.Kiyoko blinked her eyes open and saw her sisters wide eyes before daring to glance down to see her hands were pearl white with a patch of blue shades on her left wrist and across her body. Her brows furrowed as she tried to figure out why she had blue patches and why everyone looked so shock. She didn't recall seeing any blue-patterned koi guardians, just cream, black, white, red, gold, and orange. To break the silence Keiji congratulated his daughters on evolving and Miyako tried to comfort Kumiko with words of encouragement. Before Kiyoko could ask anything Keiji exchanged a knowing look with Aiko and let his mother call Kumiko out of the room for her next gift with Miyako following closely behind, leaving Kiyoko alone in the room with her father who looked at her with a serious expression. Keiji lead Kiyoko out so that they could walk together taking a scenic route to the Snowpoint Temple and with only the two of them around he brought up the topic of the koi guardians going more into details on what they do and what being a guardian means. Then he brought up her unique coloration and reassured his daughter that it was nothing to be fearful of, that it was only a shock because there had only ever been two other blue koi vaporeon in the Saito Clan ever and he didn't imagine that one of his own children would have this very rare mutation. For some time the two of them talked about Kiyoko training to become a Guardian while Miyako and Aiko explained to Kumiko that she was very likely be the heir to the Clan since Kiyoko who was the original heir who hatched first would likely become a guardian if she chose to. Kiyoko did choose the path of the Guardian allowing her sister to become the heir which gave Kumiko something to work towards and at least be happy about since she could not be a Guardian with her twin. For years Kiyoko underwent training with a koi vaporeon who specialized in mentoring the new Guardians. Life as a Guardian wasn't as exciting as she had hoped for it to be and rarely would anyone be crazy enough to try to enter the Temple for whatever reason. One night an alakazam barely managed to slip passed the Guardians and enter the Snowpoint Temple. Among many Guardians, Kiyoko pursued the individual though she couldn't help to admire the carvings in the pillars and icy rooms. Before the alakazam could get much deeper into the temple, Kiyoko managed to freeze one of his feet with Ice beam and soon more Ice Beams followed up to keep him from moving. He stood mostly frozen in place as he let Kiyoko near him before breaking free from the ice and grabbing hold of Kiyoko holding a spoon to her neck in a threatening manner despite how silly it looked. Within moments his body was surrounded with an eerie purple glow and teleported out of the cave with Kiyoko.Kiyoko and the alakazam reappeared just outside of a village and before he could escape once more and without her this time, Kiyoko managed to completely freeze him with her Ice Beam this time. The commotion brought some attention which helped her to get police men to arrest the alakazam for kidnapping. Unsure of what to do after learning that her home was very far away, a villager had been kind enough to take her in for now and show her around. The village she was temporarily staying in as called "Spring Leaf" and Kiyoko very much liked the warmer and more forgiving climate in the area compared to home. Although she felt homesick, the longer she stayed in this village the more she found herself wanting to stay. Her goal had been to find a job and make enough money to help herself to get back to her family and since she had gotten herself into this mess in the first place by not being as careful as she should have been around the alakazam, she refused to allow her family to pay for her like they had offered. While she was steadily making money for herself, she came to the conclusion that she wanted to continue to live here in Spring Leaf and although her father wasn't very happy to hear this, he agreed to allow Kiyoko to take the reins and live her life how and where she wanted since she did serve as a Guardian for the Temple for five years. Kiyoko's new life was soon to begin in Spring Leaf as her new friend helped her to get what she needed done to settle into her new home.
