I've been working on the design for a male Harley Quinn for a little while now and finally got the costume for him settled. XDGoing off the basis that the suit is actually a Halloween costume, I decided to go for a more traditional look for the whole "Harlequinn/Jester" idea, given that it would make sense for the male version of such a suit--as a halloween costume--to be more "traditional" and less sexualized as Harley's sort of is.
I personally am quite satisfied with how it turned out. To me, Harl is a cutie, and ugh, I love him so much. Dis bby X3

He looks a little like Cicero from the game Elder Scrolls V: Skyrim.

truthfully, I think he is too tame looking. I realize that would probably work easily within' your universe, but if a dude is gonna hook with a Female Joker, he's gonna be crazier than her.
Take this guy for example: [link] (and yes, I know this is a bit of AC show-boating)
If you see that guy in the dark, you are gonna be scared shitless.
Just bring in some more masculine traits.
The Hat is too dangly and feminine, The Tunic doesn't look that much like a tunic, mainly because it's too form-fitting. Tunic's are baggy gurl. Think LoZ, Link had a pretty baggy tunic in the majority of the games.
The Shoes are too curvy and have a feminine cut.
My recomendations?
Arc the mask and make it pointier, make the hat less dangly and more sharp, possibly more closer in. Make the tunic baggier, or ditch it and go more defensive: [link]
Shoes, sharper, [link] , more demented.
Just my thoughts on the thing, regardless his interactions with the lady of the night and bird-girl will be hilarious, I personally think he just looks a bit too much of a sissy.

You make some good points, but isn't part of Harley's point to be a counterbalance to the Joker? Similar to how Robin counterbalances Batman.
And I had actually considered making the tunic an actual tunic until I considered how form fitting most of the costumes are and wondered if it wouldn't be better that way. However, I do like the idea for the "vest" you linked too, and I do like your suggestions for the hat and the shoes and mask.
