i adore this characters design and palette, seriously .I FRICKED up and drew him from memory during classes and didn't have his jacket zipped up, I hope thats okay;; OOPS
I drew him on graph paper and thought the overlay looked kinda cool so...

I still use paint tool sai! (except i like to fool around with color balance settings in photoshop when I'm finished).
For the lineart I use the air brush tool that gives it a more soft feel (but most of the time my lineart is actually a sketch that i took a pic of from my phone ;; ) and shading I learned from this:
(except I use marker tool instead of oil, its tlly personal preference).
I also like to add overlays to finished work, like halftones or a grungy look. (usally just google "grunge overlay" bc im a nerd..).
