I like this one, he's fluffy and wet and I want to hug him...
I'm very original with my comments so I will apologise in advance...
I usually base my approval of three factors:
1. Is the character undead?
2. Are they cute and huggable?
3. If covered in chocolate, will they be more appealing?
Errr ummm I do value artistic talent as well...honest...

Ah =3 yes it seemed like you've put a lot of efforts into drawing this, and it's sure worth the work, looks awesome. Very nice rainy background btw.

Hmm, how to shorten this. Lezee...
Rain: (layer behind character) Went crazy wild with at least 5 different shades and variations of blue, on two layers, all slightly lighter than the base blue background. Then used smudged tool and eraser to smudge straight up and down all over the place until it started looking somewhat rainy. The lightest blue was carefully smudged to simulate a raindrop, then cloned around the place in different ways.
Rain spatter on character: (new layer) Very light blue line in places where rain would bounce off character. Threw in some pure white dots, then used eraser and smudge tool again, 'bouncing' up and down with smudge to get desired effect, finishing by erasing close to the character to give space between him and the effect.
Ground Mist (caused by hot ground): (new layer above character) Choosing light grey, used a large brush that simulates marble texture to spread around the character's feet, then used smudge tool in a swirly fashion to create a mist-like effect. Lowered the opacity of the layer to desired effect.
Rain Puddles: Another brush tool that creates semi-circle swirls, used different sizes, copy-pasted and flipped some around... also put on a seperate layer and lowered the opacity of the layer to about 20
Rain riverlets on character: New layer, white brush, eraser, smudge, happy

It definitely looks like he's in the rain and everything. I think maybe you could have done a bit more but, that might not have fit with the style. This looks very nice, very well done. I especially like the fade towards the bottom.
