Because they are.
I mean, come on. They are both teachers (of a sort), Kakashi is always reading the dirty Icha Icha books, and Kisuke describes himself as a "mere honest, handsome, perverted businessman."*
You know they are book-buddies.
Pakkun and Yoruichi don't seem to like eachother much though. 
Anyway, this li'l piece of fantardedness was done with pilot pens and Copic markers. Kakashi and Pakkun are from Naruto by Kishimoto Masashi; Kisuke and Yoruichi are from Bleach by Kubo Tite.

When I find myself the most confused or sold out by Kubo's or Kishimoto's occasional mistakes, I find solice in the characters Urahara and Kakashi. Because Kakashi is badass, has a complex character, and is lots of fun, and to quote a fellow deviantart member, Urahara is indeed "Superpimp McAwesome-sauce"
