1) Once Princess Flurry had become the ruler of the crystal empire, the crystal heart, adapted to her uniqueness, it created something new, a new way to find one's true love.
2&3) This new Power of the crystal heart, helps a pony find their true love. When a significant moment or a beautiful, memorable moment with ur true love happens, the heart spots show up, just like cutie marks, but together. These heart spots can be on any part of the body, the head, the chest .etc.
And remember, love can heal , anything...
