Huh. I remember seeing these, on the wrong side of the glorified business jacket too
One slow night, I ended up redesigning them, or at least how they turn up when you can wear them with the "Gentlemen of the Row" mod. I still think they're just a collection of random ribbon bars that do exist. A couple of them remind me of Rhodesia for some reason. Anyway, here's what I ended up getting done that night.

Probably a bunch of national guard/coast guard ribbons or just random colors. Unless they are real police ribbons. Nevertheless I am aware of that mod and it looks impressive.

I thought I noticed a few that resembled those. It could also be a few randomly created ones too. The mod is good fun, definitely makes the game more playable and generally better.
