lololol he's a pain in the ass to get, but you have to go to the underground place with the explorers kit and talk to 32 people. The hikers down there dont count. You have to find a person who has D/P and talk to them 32 times XD my boyfriend and I sat there to do this
as for the starters from G,S and C, supossedly well after you get the national dex, you talk to professor oak and he lets you choose ONE of them.
