I wanted to do something like that since ever!Basically the last stage of the starters in Alyath region have the ability Power Form, which is triggered by a special move and allows the pokemon to turn into a powered form of itself.
Juneen's power form boosts attack and speed and lowers the defence stats... when in this form Solar Beam doesn't need an additional turn to charge.
