It's too complicated to explain, really. Look into cygwin and cygwinports, after that you basically install things or build them from source.  If you have any precise questions you can hit me up.

From top right clockwise: cmdfetch, ncmpcpp, weechat, Vim.

Window manager is Awesome WM.

Colors and configs are available on request.

It's all using Cygwin.
