The biggest practical differences between them that I can think of right now are that, for example, when you draw on Photoshop and want to fix a line, you'll have to erase and redraw it. On Flash you can just select the line and re-shape it by simply dragging it around. Also, on Flash you can re-size your drawing as much as you want and it won't go blurry. Plus you can animate on Flash.
Those were just a few out of tons of differences, though. Try checking it out and you'll see.
