It's polymer clay, just like the rest of my dragons. It comes in translucent as well as other colors. For this dragon's horns and wings, I used translucent Pardo art clay. It's the clearest of any of the translucents I've tried. Premo White Translucent is pretty good, but Pardo is undeniably clearer. I totally understand the desire for clear near-transparent sculpting material - I spent a long time trying different things, and this is the best that I've found so far.

Aw, glad you like! I make my dragons out of colored, oven-bake polymer clay. My favorite brand is Premo by Sculpey. :]

I have a question! How do you make the horns so translucent? I have an ice dragon in stock to make and I don't know how to do the translucent highlights on her.

I think pretty much every polymer clay brand offers a translucent clay, but the amount of translucency varies depending on the brand. In this case, I used translucent Pardo art clay. It is the clearest by far.
You can do a web search to find some translucency comparisons that other people have done, complete with pictures. I found them helpful!

It's pretty good as long as you keep it in thin pieces. If you make thick pieces with it, it turns kind of yellowy and not so clear. I recommend baking a few test pieces to see for yourself.

Yes, that's translucent Pardo art clay. It's much clearer than any other brand's translucent clay. I love the stuff!
