Well the sky started as a photograph that I photoshopped and painted over. I resized it, sharpened it, changed the color balance, posterized it slightly (which reduces the value range to make it look less like a photo), I blurred it a little bit, and then painted over it in different areas to match the lighting of my scene. The photo ends about halfway down the image. It wasn't made from scratch, but I hope this helps if you ever want to try this method.
