I think that Halibel is one of the upper

I like to think Stark is number 1, because he's so lazy, it's like he has nothing to worry about. I like to think Halibel is number 2 or 3, but after seeing how Noitora was always challenging Nell, I have trouble thinking she is, cause if she was, he would always be up in her face trying to kill her. Unless she's like, uber powerful and just like "pssh, I can't be bothered with you."
