I think that Halibel is one of the upper

Well, I think Barrigan was in Central 46 through the turn back the Pendulum arc, so he would have to be powerful. Stark doesn't seem to have the drive to be in the top two though, and uless she's Neriel's replacement as the third espada, she would probably be holding the second position.
