is there an official name for the technique of removing the blue pencil (non-photo?) and what materials are needed to do the blue pencil-removal technique?

"Photo-erase" pencils, that's what they are called because they are erased when photo-copied. Old copy machines used to not pick it up. If your doing a strait black and white photocopy they still have some trouble. If you scan it into a computer, into a photo/paint program and use red/blue/green separation the blue layer will eliminate the blue (well, most of it if you did it lightly.)
