It got a DD by being something the Community Volunteer in question liked, and wanted to show to the community for a period of 24 hours. That's all a DD is.

What does it require other than the Community Volunteer liking it enough to feature it for 24 hours?

Then you don't get the point of DD's. Daily Deviations are merely a feature. It features not only artwork in amazing artistic quality, but also work with certain messages or purposes. This is a very well done children's Illustration, meant to make children smile. If you don't have anything nice to say, don't say anything at all.
