I have a small theory
in the book or whatever it's called there is a secret to the axolotl thing and the axolotl says A different form a different time which instantly shocks us because different form can mean he is in the Stan's bod and different time means when Stan sleeps just like how he did to Ford in the journal. I think he is not dead aswell because Stan's memories came back so fast or maybe he saw a picture of Bill in Mabel's Scrapbook and if his memory did come back not because of that, he still remembered everything. Including Bill

While he was dying, he was saying something (can't remember what) backwards.
Also, Stan's "death" was foreshadowed several times, because nearly every other likeness of him "died" because of heat or fire (the wax statue melted, the sock puppet burned, etc.), And him forgetting everything was depicted as his mind burning, essentially "killing" Stan.

Actually the creator of gravity falls loves his creations to the point where he CANNOT kill them! Bill's backward message was a chat to save himself in a small fractional memory of stan, and was able to be brought back when he got his memory back. So, BILL IS ALIVE AHAHAHAH
