when you think about narrative absurdity and conventional plot twist, it's possible that after a big epic fight or chase scene she just breaks down exactly like that. Her explanation being social ineptness and Bolin being the first guy to give her the time and day.

"Peacekeepers" shows that Eska actually does have feelings for Bolin. It's more like she doesn't understand the problem with her actions since no one has scolded her (like her father).
