Rarity looks absolutely gorgeous! (I personally see her as East Asian (not nitpicking, just sharing), I accept all race headcanons and love seeing what others envision the ponies to be

This is perhaps the first black Rarity design I've seen that actually makes an attempt to give her African features, rather than a caucasian-recolored-black appearance. Well done!

Exactly! I don't think people understand that there are features unique to different peoples. They whitewash everything, even if they make them "black".
I've been trying to avoid that in my own work, but I'm lucky if something even vaguely resembles what I want it to look like. Need to improve immensely. :/ There's no excuse for "good" artists to do it.

I love that you maintained ethnic features with her skin tone. I've seen so many drawings with dark skin and Caucasian features. She reminds me of the super model Iman.

I disagree with some people's comment about the horn, I think it offers a nice contrast against her beautiful dark skin tone.

I have no problems with black interpretations of MLP:FiM characters, myself. If anything, several of the characters are much more believable (humanized) as non-Caucasians.
That being said, the white unicorn horn clashes badly with the skin-tone. The white eye-shadow make-up is good, but not the horn. I would have gone with substituting a unicorn-themed wand instead. For example: if you wanted to stay with this bust-work, you could have one arm holding an ivory wand with the tip resting on Rarity's lips (pseudo-"kissing" the wand tip).
Other than that refinement suggestion, the rest of the work is well done. Rarity's hair is done well and the pendant with her Cutie Mark is a good translation.

Hmm, I've been hearing a lot of people say that her horn clashes with her skin or that it would have been better without the horn. Guess with this being my first pic of her, I wanted to make it more apparent who it was and have people be like "Hey, that's Rarity!" instead of thinking it's some Black girl with blue eyes and purple hair. Lol.
That's a REALLY GOOD suggestion, though. If I ever get around to editing this, I'll take into mind~

Artistically speaking... With any fan-works, accuracy & recognizability to the canon source are important factors. However, adding these things to a fan-work is an exercise in detailing and subtlety, rather than beating it into the viewer with an paint-soaked bat
I look forward to seeing any further fan-works (perhaps full body works) &/or retro-active refinements

I honestly hate it when people bash on others because they've drawn a character with a dark skin tone, or if someone gets pissed because the character has a lighter skin tone than they think it should be. AT least some people are nice about it.
