Mechanical arms that are too fast and strong for Freeze to reasonably deal with, considering he's lost to Batman, Catwoman, and Batwoman, all of whom are below Spider-Man/Doc Ock level.Β

Definitely Doc-ock. His robotic arms give him a huge advantage in strength and mobility. That and Spider-man characters tend to have huge advantages over Batman characters.

Dr. Octopus would win because he has close range capabilities and more mobility with the 4 tentacles. While Mr. Freeze has no fighting experience.Β

Also Doc Ock defeat Daredevil, Captain America, Iron Man, Hulk, and Spider Man. Otto Octavius once tearing Stark's armor apart with his adamantium made tentacles, so there's a good chance he'll do the same with Mr. Freeze.Β

after all, if arkham city taught us anything, is that freeze has several blind spots that Otto can exploit

Although in one comic I had Otto did get his arms frozen and destroyed, so it depends on if he can out maneuver Freeze

I'd give this to Doc Ock because he has the same comparative advantage over Freeze that Batman does, that being maneuverability. You can't outright freeze him for a quick kill because his tentacles can carry him anywhere to dodge or take cover very quickly. This is, however, contingent upon the two knowing about each others' weaponry, because the tentacles do make Octavius a bigger target than Batman and, while they should be agile enough, if he doesn't know how the freeze gun works, he might attempt to block it instead and end up getting frozen because of it.
Meanwhile, Ock's offensive options in this battle also mirror Batman's, as whether or not he can breach the suit, he has the ability to strike from an unexpected angle and use anything in the enviroment as his weapon. For Freeze's defense, while that armor may make him tough, it doesn't even come close to comparing with Spidey's level of maneuverability. As the webslinger tops that off his own combination of enhanced durability and pure grit, if Otto can menace him, he can certainly handle Fries's defenses.

Yes, both characters are doctors, but they have different abilities.
Though, I think that Mr. Freeze would win. He would freeze and shatter Dr. Octopus's arms.
