Pfft, I have a feeling that Silver is playing some really hacked version of SoulSilver where you play as him instead and do everything the rival does--as if he was the main character.
And the Radio Tower is a rapid-button-pressing minigame where you have to press the buttons really quickly before the little kiddo gets away. Because that would make things far more interesting.
