So when did every Pokemon in the world decide to abide by the standards of the Pokemon League to judge the worth of a trainer?

It's not that. It's more of a reputation kind of thing. When you are just a normal guy, people see little to nothing about you. But gain a little reputation, and people start respecting you. Pokemon see badges as a way too see if their trainers have the skills to train them. Think of it like an actor. If you appear on a movie, that would be like a boulder and cascade badge, basic and simple. Be on alot of popular movies however, and you are the freaking trainer god.
