Josephine (Jo) Monroe had always been knows as a speed freak on the Chicago PD. If it went fast, she loved it. She also held the unoffical record for most motorcycles destroyed in the line of duty. While an exceptional officer, she almost missed her opportunity to join the patrol. Due to a high speed crash, she was in a coma when the approval came down. Given the expectation that she wouldn't surrive any standard treatments, the doctors reluctantly OK'ed the experimental catgirl serum.

Her recovery was considered a miracle. At first Jo wan't particularily happy about being part feline with a permanent road rash (spots). That was until she learned tha she may be the fastest thing on Earth. Her biology now combines the speed potential of a cheetah with the land animal endurance champion, humans allowing her to jog at nearly 50 mph and spring up to 70 mph. Jo's sure she can do better with proper coaching, training and practice

Aside from her favorite hobby of sprinting after cars to give speeding tickets, Jo is also know for shaving the tops of her fur into a lighting pattern
