Just having to do the setup and make the board and all that, plus posing 34 NPCs plus gnomes and making the guns for the rooks. This took me four days to make. Other problem is I'm not sure there's enough variants on each of the teams to make all the positions on the board.
I'll keep it in mind, though, I had thoughts on doing an FO3 version.

Ha, I do Really wish that there was some way to really show how it looked in game. I actually lined them all up to start with, and then played through the game using the moveto player command in the console until I got them into a position that I liked. It would make a really fun mod, but that level of scripting is still beyond me.

The legion is controlled by the evil gnome. That makes total sense. But the evil gnome never looses.
