It's strange to see Tholians allied with other races. In the original series episode they were an insular race and quite xenophobic. They viewed all encroachments into their space as hostile.

You are absolutely right in that point but in the era where my Stories set place, the Federation, the Romulan Empire and the Klingon Empire are Allies and they work together. The smaller nations are now afraid that the major powers seeking to expand their space now on and also they have joined forces to provide the power to stop this. To survive, the so-called League of the independent nations even start a war against the triangular alliance of Federation, Klingon and Romnulanern. This they do, but only because they were stirred up by agents of the new Terran Empire to. This is for the empire as a first step to weaken the Alpha Quadrant before they come to conquer this. The alliance, however, had never intended to venture into space Gorn and Tholians and everything is based on a huge misunderstanding.
