The lady at the top is "Joker's Daughter" at least that's what she calls herself, she came out shortly last September in the villain 1 shots (wearing joker's discarded face she found), and was mixing it up with Catwoman in the sewers recently. Then she had the Dollmaker actually sew the face onto hers as a sign she is truely the Joker's daughter (She's a little crazy yes).

I believe the top woman is Duela Dent (daughter of either The Joker or Riddler, who is said to be from Earth-3, but that exact origin was pre-Flashpoint.)
Between Harley and Deadshot is Amanda Waller.
