Long time no see!I did this illustration for a contest. I thought that it was a good opportunity to draw a scenery (I don't do this often).

What sort of tools do you use to create backgrounds like this?
I want to paint some backgrounds much like this but nobody offers any tutorials for that; just a bajillion tutorials on drawing attractive ladies and a few tutorials on drawing guys, but nobody tries to teach how to make a beautiful backdrop...

I am in the same situation as you. This one is far from what I wanted to do, but I tried what I could. To give you an idea, I used a software called paint tool SAI. I used a texture on the drawing (one that SAI already has, in the "paint effect" panel). I also used a lot of the "spread" effect with my brush. I think that using customized brush helps a lot. Right now, I am learning watercolours and gouache. It helps me a lot to understand what effects real paint do.
There is a good japanese painter on youtube, who makes videos about how to make backgrounds with poster color (a paint close to gouache). Go watch it if you want : [link]

Thanks!! I had to redo the right moutain maybe 4 times... but I can say that when I got it right, it took me maybe 6 hours for the background and 5 hours for the character. I think that it is too much but I am getting faster at each new drawing.

i can never get a back to look so alive my backgrounds always end up flat

That was one of my problem. I thought that my background were too much CG and not natural (paint). There is a lot of tricks for this. A good one is to use a texture over the whole drawing.
