He was still pretty evil, I think. I mean, he literally dropped everything and abandoned his movement just because he'd been found out to be a fraud. Instead of staying and standing up for what he believed in, he chose to fuck everyone over and flee. That's pretty damn evil O:
If you mean fanart and fanfiction, though, well, fans entertain softened visions of those they like. They like to soften characters they believe have been wronged, even if they've done wrong for much longer.

Haha!! There is indeed a twisted brotherhood in Korra, but sadly it is only present in the last two episodes of the season X: I wish they'd built up to it sooner, or introduced it before; I would've been far more interested in Korra than I had been while it aired! Lol Oh well, I have fun with "what if" scenarios in my head anyway~
