You have the eyes down, but the lips-skin and neck-face connections need work. Very "illustrative" style. I honestly would get rid of shadows from the hair, they don't really add to the picture and kind of tear the gaze away... since the style is what it is, the watercolor would be effective as just applied forms, like a collage. 
Salt effects are fun. Have you tried using them for more formal/specific purposes?

I like how realistic her face looks. You did a good job on the texture of the lips and the eyebrows, as well as the irises. However, her hair looks a bit simplistic compared to the rest of her, so perhaps adding some more detail in the texture of the hair and/or adding highlights would improve its appearance.
