Ningannel is a spectre when it comes to close and long range blaster combat as nobody could hit him, Nin to his friends was the Weapons Instruction on Sirius. Ningannel is a long time friends with Anubis "Doggie" Cruger. After the fall of Sirius, S.P.D. survived in the form of other planetary branches and a new central Galaxy Command under Supreme Commander Fowler Birdie. Katherine "Kat" Manx and Nin where in a relationship before she was assigned to S.P.D.'s Earth Branch.

One branch was installed on Ningannel homeworld Deka, just 4 light-years from Sirius with a population of ten billion, S.P.D.'s Deka Branch was commanded by Ningannel who was promoted to Commander, four squads belong to the S.P.D.'s Deka Branch. Deka used Legacy Rangers suits base on the Turbo Rangers, Nin's S.P.D. Ghost Ranger suit is base on the Phantom Ranger armed with twin Judgment Enforcer, pistols that can morph from pistol mode to shotgun mode to rifle mode and even cannon mode, and back between modes. Each modes Nin used his only special attack Final Judgment which launch a massive beam of pure energy at the enemy. It power by six different color power cells.

During the Earth year 2015, Deka became under heavy attack from forces part of the Troobian Empire, the invasion lasted for one year, combat took place both in space and on the planet the Troobian Empire didn't give Deka forces time to regroup or even to recover during combat. Nin had survived the attack on Deka but at a cost, all his bone in his left arm and leg were completely destroyed, being nursed back to life by members of a resistance group medical team, who used the last of there cybernetic implants to rebuild his arm and legs. Nin was the only survivor of both his S.P.D. branch and even his race.

Between the Earth years of 2016 to 2025 Cigno a system one light-year from Deka had became the few survivors who were able to escape from Deka new home. Cingo is a desert planet with no real resources that Emperor Gruumm has been looting, the survivors of Deka where mostly different aliens races, they built small settlements spread across the northern sector of Cigno. One Thousand Outlaws agents of the Troobian Empire arrived on Cigno to keep the settlements afraid and weak slaves. Nin had escape to Cigno suffering from PTSD had distance himself from the settlements and even gone so far as turning his back on the S.P.D. code using his hate for the Troobian Empire calling himself Spectre Ranger passing judgment on the outlaws by gunning them down without even using Containment Mode. Moving from one settlement to another long enough to eliminate all outlaws in and around the settlement freeing them, becoming a legend amount the settlements as the number of outlaws and their Krybots henchmen destroyed increased.

Two years later after Emperor Gruumm capture on Earth, S.P.D.'s Earth Branch pick up a long distance old and weak subspace distract called from Cigno. Giving the clear from the new Supreme Commander of the S.P.D., the B-Squad Power Rangers was sent to find who or anybody who sent the message for help. B-Squad arrived on Cigno just in time as the Spectre Ranger final campaign on the last outlaw control fortress Nin was wounded and on the edge of death, getting rushed at hyperspace speed in a Cruiser to S.P.D. Central Command, as S.P.D. Relieve Cruisers with supplies flew to Cigno. Ningannel eyes open to a sight he thought he would never see again, a face from his past and he hope his future Kat, who was sitting in a chair at his bedside holding his right hand. Weeks went by Nin made a full recovery thanks to the S.P.D.'s medical team and Kat. Finding out his friend Doggie had not only was the one to stop Emperor Gruumm by containment him, but also was now the Supreme Commander of S.P.D. made Nin proud but also anger at the fact that Gruumm was alive. Doggie assigned Nin his old assignment as the Weapons Instruction this time at the S.P.D.'s Earth Branch, both as a punishment for not capturing but killing over one thousand agents of the Troobian while on Cigno, but also a chance to give Nin a new chance on life being close to who Doggie could see Nin still had strong feelings for. Kat handing over to Nin his only Patrol Morpher and also return his twin Judgment Enforcer both which where brand new, Nin holding his Judgment Enforcer tight against his chest drop to the ground on his knees and start to cry as Kat rushed over and hold him. After a long cry Nin finally got back up still holding his weapons, morphed for the first time into the S.P.D. Wraith Ranger, wearing a modified version of the S.P.D. Shadow Ranger. The truth is that Deka wasn't destroyed it is being control by the Troobian Empire, he agree to the assignment only if the S.P.D. helps to librated all the capture worlds, or he will take his one man crusade back to Deka.
