You cant make anyone relax by sustaining pain with an iron tool in someones mouth. Looks how tight the reins are. No horse will run or walk with opened mouth in normal conditions. Only pain can make a horse do that.

race horses are trained to run INTO their bits. unlike normal horses.

race horses almost always quirk their mouths open before, during and after a race. It has notihng to do with the bit hurting them and everything to do with them being hyper aware of everything going on. Their adrenaline will already be pumping the moment their jockey is mounted and this raises their heart rate and oxygen requirements thus they start 'panting'. This horse is simply excited and ready to 'go' and the rider is doing right by holding him back. Ever try to re-train a race horse? They tend to grab the bit and 'go'. Race horses aren't taught how to use a bit the same way a saddle horse (which is why they use very different bits for racing)

He's just trying to get him to bow his head and relax a bit before the race The horse is pumped up from pre-race drugs and is probably just tossing his head in excitement not because the rider has a hold of him.
