I do know of a Sandman of the JSA, wore a trench coat, a fedora and a gas mask to (1) hide his secret identity, and (2) protect him from the sleep gas he used on his opponents. Once having knocked his foe out , he would leave some grains of sand as a calling card, so the cops'd know who did the work.
He was in the JSA, and was minor league when teaming up with Superman, Flash, Dr.Fate, Green Lantern, Spectre, ...
Jack Kirby also came up with a sipernatural Sandman who had 2 goblin-like assistants.
