In June of UC 99, several months following the final surrender of Ghiren Loyalists. The modern Constitution of the Earth Sphere Empire was ratified by Empress Mineva Zabi. Prior to the Earth Sphere Civil War, the Empire functioned largely as a Quasi-Republican Dictatorship as it had since the days of the old Republic of Zeon. The ins and outs of Imperial bureaucracy were often contradictory by nature or served no other purpose than to keep up the facade of Democratic Government. In reality the Emperor’s power was absolute and arbitrary. The Office of Prime Minister, while being an elected office, served more as a proxy from which the Emperor’s will could be exercised indirectly and with the consent of the populous. During the Earth Sphere Civil War, Empress Mineva promised a number of social and political reforms in exchange for support from a number of rebel organizations, most notably among them being the AEUG. However once the Empress took her throne, she soon found herself entangled within the labyrinth that was the bureaucracy of Emperor Ghiren’s former government and simply was overwhelmed by where to start.

In this regard, the Empress called on her friend Lady Louise Kitchener to aid in the administration of the Empire. Louise was born on March 1, UC 80 as the youngest of five sisters within the prominent Kitchener family. The Kitcheners had made a fortune through their dealings with the Zeonic Corporation. They had donated large amounts of funds to Zeon Zum Deikun and later the Zeon National Party. During the One Year War her father, Alfred Kitchener had joined the Zeon Space Attack Force. He participated in the Battle of Loum, landing operations on the Earth’s surface, as well as the climactic Battle of Luna 2. Achieving the rank of Commodore, after the war he and his family were formally elevated to the Imperial Nobility. Louise herself received little attention from her father and mother as opposed to her older siblings. This neglect ultimately combinated in Louise developing a more independent nature to that of her sisters, especially in her drive for knowledge and learning. While each daughter was given the best education money could buy, only Louise showed the most intelligence and often impressed her family tutors with her own academic ability.

Louise was tutored at home until she was 13 then she was enrolled at the Academy of St. Dismas in UC 93, a prestigious school focused on educating the future leaders of the Empire. here Louise was selected by the school's administration to be the roommate of the then Princess and Heir Apparent, Mineva Lao Zabi. The two girls would quickly become friends based on their similar personalities and interests. Together they would talk about everything from opinions on current events, how to improve the Empire’s government, economy, and even simple gossip such as who had a crush on who. Louise would often help disguise Mineva along with the Princess’s bodyguard Haman Karn, as an ordinary citizen when going out into the public sphere, however both Mineva and Louise’s time at St Dismas would be cut short by the events of UC 95. Not long after the murder of Mineva’s father Dozle Zabi, an investigation by both Haman Karn and Char Aznable uncovered the truth of the Emperor’s involvement in the assassination and the imminent threat to the Princess’s life. Louise would join her friend and the two would be smuggled out of the Earth Sphere and to the asteroid base Axis.

During the civil war Louise’s family would be arrested with their wealth and property being seized by the Emperor. Both her father and two eldest sisters would die in custody as well as her mother suffering a severe mental breakdown. Meanwhile at Axis, Louise helped in the administration of the base. From rationing of supplies between refugees and organizing donations for the war effort, in this position she proved to be in her element. With the end of the Civil War and the beginning of the Warlord Period, many political leaders were either in prison, in hiding, or retired from public life. There was a very starved pool of people needed for leadership positions in the new government. With the support of the Empress, Louise became leader of what remained of the Zeon National Party. Here she did what she could to help Mineva manage the bureaucracy and restore a semblance of order in an otherwise chaotic situation. In her task of rebuilding the Imperial Government, Louise observed that despite being the largest, and de facto only political party in Side 3’s Parliament, the ZNP was rife with massive amounts of corruption and internal divisions making any attempt to salvage the old system near impossible.

Instead, Louise proposed to the Empress a complete Reformation of the Empire’s political structure. She envisioned a Technocratic Imperial Senate where members would sit as representatives of their trades rather than vote for conventional politicians. The Office of the Prime Minister would be appointed personally by the Monarch and also serve as leader of the Senate, as well as Chief of State for the government of the Zeon homeland. She also imagined an upper house of the Senate where the interest of the Empire’s nobility could be represented in what would become known as the Congress of Peers. The lower House or National Assembly would elect a Tribune who would serve on the Monarch’s Privy Council and always ensure their voice was being heard by the Empress herself. Mineva and her Council thought highly of Louise’s proposal and on June 15, UC 99 Louise became the first Prime Minister of the new Imperial Government. Further reforms would be implemented later in UC 105 with the end of the Warlord Period and restructuring of the Sides. Side 2, the Principality of Atlas would adopt a government similar in structure to that of the Empire proper though with the Imperial Heir serving as it’s Sovereign, since the newborn Prince Alexander was an infant, a regency council would lead Atlas in his place until the Prince reached an age where he could assume his responsibilities. Side 6, the Principality of Ria maintained much of it’s democratic traditions with the Prince being elected half by the Electorate of Riah and half by the Imperial Senate, the Senate voting more as a formality giving consent to the Side’s new leader.

A Privy Council was established to aid in the Empress’s rule. This body acted as a close set of ministers and advisors who would help guide the Monarch in all matters of state. Members included the Prefect of the Order of the Black Rose, who’s organization enjoyed freedom from the regular military hierarchy. As well as the Supreme Commander of all regular Imperial Armed Forces, The Captain of the Imperial Household Guard, Ministers of foreign affairs, commerce, law, production, agriculture, industry, and any other field of which the Monarch sought council in. Furthermore additional seats would include that of the Tribune, who would act as the voice of the assembly on the Council, The Prime Minister, The Keeper of the Purse, the one responsible for managing the crown’s finances, and last but not least the Lord Judge. The Lord Judge acted as leader of the Imperial Office of Judicial Affairs, responsible for managing the lower courts of the Empire. Furthermore the Lord Judge also possessed the authority to create Praetors, Praetors being those officers of the law granted the power of Judge, Jury, and Executioner. A highly controversial office usually reserved for the more unruly territories of the Empire and in specific cases against individuals deemed a high threat by the IMIB. Ultimately supreme Judicial authority lays in the hands of the Monarch, who holds the power to pardon any convicted felon and at times settle any judicial dispute which could not be resolved by the lower courts.
